GCF Board endorses recommendations in IRM Compliance Review Report on case C0009 (CR) Egypt
Songdo, South Korea, 22 April 2026 - The Board of the Green Climate Fund (GCF) has endorsed the full set of recommendations set out in the Independent Redress Mechanism’s (IRM) Compliance Review Report on case C0009 (CR) Egypt. The decision was taken at the 44th meeting of the GCF Board, held in Songdo, South Korea from 25-28 March 2026. Through this decision, the Board took note of the IRM’s 9 findings and endorsed 7 recommendations and 15 suggestions.
Case C0009 (CR) Egypt involves FP039: GCF-EBRD Egypt Renewable Energy Financing Framework, a project aimed at scaling up renewable energy in Egypt. The complaint raised allegations of harm associated with labour and working conditions, as well as lack of access to a project-level grievance mechanism.
At the project level, the IRM’s recommendations focused on strengthening oversight of labour and working conditions at the project site, including improvements to the disclosure, effectiveness, and monitoring of the worker grievance mechanism. The recommendations also address remedial measures for adverse impacts experienced by the complainants, including corrective actions, acknowledgements of shortcomings and redress where appropriate.
Beyond project-level issues, the IRM made a number of institutional-level recommendations to the Green Climate Fund. These include clarifying Secretariat due diligence requirements, developing guidance on risk-based monitoring of projects, and improving post completion environmental and social reporting and monitoring arrangements with the Accredited Entity. The recommendations also highlight the importance of appropriate access to information and documentation necessary for effective oversight and accountability.
Following the Board’s endorsement of the IRM Compliance Review Report for case C0009 (CR) Egypt, the GCF Secretariat, in consultation with the IRM, the complainants, and the Accredited Entity, will develop a Remedial Action Plan outlining actions, responsibilities, and timelines for the implementation of the Board-approved recommendations.
